WHO WE ARE

The Spokane Municipal Community Court (SMCC) is a therapeutic court established in 2013 aimed at connecting community members to organizations in the Spokane area to address root causes of low-level crime (namely lack of resources and poverty). The Court addresses these causes by providing resources to connect people living in poverty with options to help lift them out of poverty as well as aiming to increase public trust and confidence in the justice system. Every week, a judge, prosecutors, public defenders, and local service providers join together to provide SMCC participants with structure, support, and services.

The SMCC Volunteer Program aims to provide assistance to community court participants and its staff. Volunteers can work directly with participants to help them navigate the space and services available, or volunteers can help with administrative work.

WHAT WE DO

We provide understanding, support, and resources for Spokane's most vulnerable communities

SMCC connects clients to community resources to help them obtain needs such as housing, medical care, insurance, and much more. SMCC is not only open to those involved in the justice system, but also to the public at large. Clients are able to visit on Mondays to talk to service providers and the SMCC Team as they complete the community court program and/or seek services.

Clients agree to participate in community court in order to improve their living conditions and avoid incarceration. 

 

SMCC currently operates out of the Spokane Public Library (Central location - 906 W Main Ave) in Event Rooms A and B, every Monday from 10am-12pm. The Library serves as a safe space for our clients, as many of them use it as a free resource for shelter during the day, as a cooling center in the spring/summer and as a heating center in the fall/winter.

COMMUNITY COURT ELIGIBLE OFFENSES

Individuals may be eligible to opt-in to community court if they have committed any of the following offenses:

  • Pedestrian Sidewalk System

  • Theft in the Third Degree

  • Possessing Stolen Property in the Third Degree

  • Unlawful Issuance of Checks or Drafts

  • Urinating in Public

  • Prostitution - Prostitution Loitering

  • Patronizing a Prostitute

  • False Reporting

  • Obstructing a Law Enforcement Officer

  • Resisting Arrest

  • Interference with Health Care Facility

  • Escape in the Third Degree

  • Opening or Consuming Liquor in Public Place

  • Furnishing Liquor to Minors

  • Unlawful Inhalation

  • General Nuisance

  • Unlawful Construction or Occupation of Transient Shelters

  • Disorderly Conduct

  • Interference with Pedestrian or Vehicular Traffic

  • Sitting, Lying on Sidewalk in Retail Zone

  • Regulation of Solicitation

  • Graffiti Vandalism Prohibited

  • Unlawful Bus Conduct

  • Firearms and Dangerous Weapons

  • Malicious Mischief

  • Making or Having Burglar or Auto Theft Tools

  • Trespass

  • Vehicle Prowling in the Second Degree

  • Reckless Burning in the Second Degree

  • Possession of Marijuana

  • Illegal Conduct Drug Paraphernalia
